In the 1st Rank of Open Source Dharma a dharma-related project will have opened up some of their teaching contents, releasing them under an open license as free cultural works.

In addition they will have a publicly posted, transparent account of how they approach ethics &/or morality in their project. That would include a statement of ethics, clearly described ethical protocols, and an open channel to report ethical breakdowns.
