In the **3rd Rank of Open Source Dharma** a project has become completely transparent in its operations. Not only are it’s ethical systems clear, not only is all of the content freely available, not only are the expectations clear for someone who wants to become a core contributor, and not only can the entire source code of the project be forked, by anyone, but in the third degree the [governance processes](/master/standards/transparent-governance.md) and [financial activity](/master/standards/transparent-finances.md) of the project are transparently shared with the public.
